The demands of the current world and the development process calls for a business system that promotes strategic management of resources, in public companies capable of promoting a process of growth and sustainable economic development, with quality and capacity to generate skills, familiar with the new technologies and advancement of sciences and increasingly attuned to the needs of Cape Verde. Public companies are institutions that manage their resources (human, financial, material, and technological), have their budgets and to their plans of activities, and assume the responsibility of implementing projects financial connection to the same, taking into account the process of growth and there and the country's economic development, as well as the process of decentralization and democratization. In order to be able to implement their projects, public companies will have to establish a good relationship with the environment, since business management should not focus on the company itself, but on open management consisting of effective and intense relationships with the environment, with official and private activities in addition to normal relations with the organs of the state structure on which they depend. Business management is only an open system when it is able to vary the degree and nature of regular exchanges with its surroundings. The strategic management of resources is important to the life of any organization and its impact on the process of development of the country becomes one field of action and of fundamental research to the success of any organization. One of the main characteristics of today's society is the intensity of the changes. These are frequent, dynamic, unexpected, and often profound challenging business organizations. Economic, social, political, technological, and cultural factors have affected the performance of organizations.
